Over this week, ICRC is promoting a Instructor Training Course on “International Human Rights Standards applicable to Crisis Management” to the Paraguay National Police.

The course will be headed by Mr. Paulo Roberto Batista de Oliveira, ICRC Delegate and Police Colonel (Ret.) of the Brazilian Federal District Police – PMDF.

Roberto has an extensive academic and professional background in law enforcement and international conflicts. PhD in Sociology, he reached the post of Deputy Police Commissioner of his Police Department before retirement and is a United Nations Police Veteran in El Salvador 🇸🇻 and Guatemala 🇬🇹 (1990’s) and instructor at the El Salvador National Police Academy 🇸🇻 (1992 to 1995).
